21 July 2021 - In response to the COVID-19 challenges in 2021, the annual SEAMEO Centre Directors Meeting (CDM) 2021 is virtually conducted on 21 July 2021. The meeting is organised back to back with the 9th SEAMEO Integrated Operation Plan (SIOP) Worskhop on 22 July 2021.
The SEAMEO CDM serves as a platform for the Centre Directors and Senior Officers of 26 SEAMEO Regional Centres/Network to share and discuss regional development programmes and work plans for improving education, science, and culture for the Southeast Asian region. The meeting is also a venue for expanding the developmental programmes with new partners and strengthening the existing partnerships.
The SEAMEO CDM 2021 is participated by approximately 220 participants, consisting of Centre Directors and Senior Officers from 26 SEAMEO Regional Centres/Network, one Associate Member Country, one Affiliate Member, and 21 partner organisations who are UN agencies, governmental organisations, development agencies, universities, and enterprises.
A total of 32 Working Papers, 12 from SEAMEO Secretariat and 20 from SEAMEO Centres/Network, were presented through ad-referendum. The highlighted working papers of SEAMEO Secretariat are such as Report on SEAMEO COVID-19 Accessible and Responsive Education Support (SEAMEO CARES), SEAMEO-UNESCO-GPE Collaboration: Online Course for Teachers of Learners with Disabilities, and SEAMEO Inter-Centre Collaboration Programmes.
The working paper of SEAMEO Regional Centres covers various areas of development such as Language Education; TVET; History Education; Science, Mathematics and STEM Education; Early Childhood Care Education and Parenting; Museum Architecture; Educational Leadership and Management; Health Education; Adult Education; Higher Education; Education Innovation Award; Community Education Development; Agricultural and Rural Innovation; South-East Asian Sales Competition; and Sufficiency Economy and Sustainability.
One of the highlights of 2021 CDM is the Sharing Session by the Key Partners on the topic ‘Reimagine the Future’, presented by UNESCO Asia Pacific Regional Bureau for Education, UNICEF EAPRO, International Task Force on Teachers for Education 2030, ASEAN Secretariat, and the Institute for the Promotion of Teaching Science and Technology (Thailand).
The sharing session is followed by the Marketplace or Networking Session with 21 partners who agree to present the proposed programmes and collaboration to the SEAMEO Regional Centres. The 26 SEAMEO Centres/Networks are encouraged to actively discuss and explore collaborative programmes with the invited partner institutions via 21 virtual meeting rooms.
The details of the discussion and prospective collaborations among SEAMEO Units, and partners are presented after the Networking Session.
On the following day of 22 July 2021, the Workshop on the 9th SEAMEO Integrated Operation Plan (SIOP) is conducted with the SEAMEO Regional Cenrtes to discuss and finalise the SEAMEO Integrated Operational Plan for FY 2021/2022 to 2025/2026, aligned with the SEAMEO Strategic Plan 2021-2030.
The next SEAMEO CDM will be organised in July 2022.
Online Launch SPECTRUM: Stories of SEAMEO INNOTECH's 50 Vibrant Years and the Southeast Asian Educational Innovation Awards 29 June 2021 (14:00 hrs., Philippine Standard Time)
The SEAMEO INNOTECH is launching its 50th Anniversary Coffee Table Book, “SPECTRUM: Stories of SEAMEO INNOTECH's 50 Vibrant Years,” and the “Southeast Asia Educational Innovation Awards,” on 29 June 2021 at 14:00 hrs. (Philippine Standard Time) via Zoom and through its Facebook page and YouTube Channel.
This online launch is our way of celebrating the contributions of the Center’s stakeholders that made the past 50 years of service more vibrant and meaningful. Moreover, it also serves as a venue to introduce the Southeast Asian Educational Innovation Awards (SEA EIA). Through the award, we hope to recognize the innovative approaches, strategies, and practices introduced by various education actors to improve teaching, learning, and governance of education in the region. The Ministry of Education, Singapore in cooperation with the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat will convene the first virtual 51st SEAMEO Council Conference (51st SEAMEC) on 17 June 2021.
The virtual conference shall be attended by more than 200 participants comprising of the Ministers of Education, heads of delegation, and senior education officials from 11 SEAMEO Member Countries (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Vietnam); representatives from 8 SEAMEO Associate Member Countries; 5 Affiliate Members; and 26 SEAMEO Regional Centres/Network as well as SEAMEO partners such as the ASEAN Secretariat, UNESCO Bangkok, UNICEF Regional Office for Asia and Pacific, GIZ, Weidong Cloud Education, DVV International, Global Partnership for Education, Korea Educational Development Institute (KEDI).
H E Dr Radzi Jidin, Senior Minister of Education and the current SEAMEO Council President will officially open the Conference, followed by the welcome remarks by H E Mr Chan Chun Sing, Minister for Education of Singapore, and newly-elected SEAMEO Council President.
The 51st SEAMEC will highlight the presentation of SEAMEO Affiliate Membership to the British Columbia Council for International Education (BCCIE), Canada. In addition, the application of the Kingdom of Morocco as a new Associate Member of SEAMEO will be proposed at the 51st SEAMEC for approval.
The highlighted working papers in the Plenary session include SEAMEO Strategic Plan 2021-2030, and reports on the SEAMEO Regional Programmes such as SEAMEO Congress 2021, SEAMEO Inter-Centre Collaboration, Digital Kids Asia-Pacific (DKAP), and Southeast Asia Primary Learning Metrics.
The winners of the 2020/2021SEAMEO-Australia Education Links Award (in collaboration with the Australia Government Department of Education, Skills and Employment), and the 2020 SEAMEO-Japan ESD Award (in collaboration with Ministry of Education, Culture, Sports, Science and Technology, Japan) will also be officially announced to the Ministers and High Officials at the 51st SEAMEC. Ms Alice Albright, Chief Executive Officer of Global Partnership for Education is invited to present and share her vision and wisdom on “Collaboration and Partnership in Post-Pandemic Era: Bridging the Distance through Technology” during the Plenary session.
Organised back to back with the 51st SEAMEC, the 5th Strategic Dialogue for Education Ministers (SDEM 5) following the theme of Singapore’s presidency, “New Education Imperatives in a Post-COVID Era”, will be exclusively conducted for the Ministers to have an open, conversational-style discussion with one another on how SEAMEO countries can begin to further the refreshed priorities laid out in the SEAMEO Strategic Plan (SSP) 2021- 2030, which will guide SEAMEO's education agenda and the activities of the regional centres for the next decade. The Ministers will also share their vision and countries’ interventions on how to prepare Future-Ready Learners and ensure Education as an Uplifting Force.
The “SEAMEO Council’s Commitment to Action” will be launched as a Singapore Statement of the SDEM 5 and will be adopted by the SEAMEO Council to commit to improving educational outcomes in the region.

UNESCO, with the support of the Swedish International Development Cooperation Agency (SIDA), is conducting a global landscape study entitled ‘From Radio to Artificial Intelligence: Innovative Literacy Learning and Education for Refugees, Migrants and Internally Displaced Persons’. In preparation for the study, UNESCO invites stakeholders to submit promising case studies from around the world in which technology, ranging from low-tech to cutting-edge solutions, is effectively used to support these groups’ literacy learning and education and contributes to their well-being and social integration.

SEAMEO SPAFA's Traditional Southeast Asian Music Competition on Mobile Applications are open to submissions.
As an organization supporting activities in archaeology, arts and culture in Southeast Asia, SEAMEO SPAFA acknowledges the importance of traditional music of the Southeast Asian region as an important form of cultural expression in need of preservation. Meanwhile, the Centre also believes that technology, especially mobile technology, can be used as a possible tool to encourage Southeast Asian youths to be exposed to, play and create traditional music. Hence, SEAMEO SPAFA is holding the 'Traditional Southeast Asian Music Competition on Mobile Applications'.

The SEAMEO Secretariat and the Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT) in cooperation with UNESCO Asia and Pacific Regional Bureau for Education are pleased to announce the 2018 SEAMEO-Japan Education for Sustainable Development (ESD) Award, with the theme of “Applying Local Wisdom for Environmental Conservation”.
The objectives of this year’s award scheme are:
1) To raise awareness of local wisdom applied for environmental conservation and sustainable development in schools and communities in Southeast Asia and Japan.
2) To promote and share initiatives and good practices that support sustainable development through the integration of local wisdom into the teaching and learning practices and school programmes that protects local environment and develops local community.
3) To encourage schools to develop and improve current ESD activities and programmes.
We would like to invite all public and private schools as well as vocational and technical schools (certificate level) in 11 SEAMEO Member countries, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Vietnam to submit the information about their respective school’s activities/programmes relating to the theme. Bangkok Summer Course Scholarship of “International Experience” will be held in Bangkok, Thailand (Silapakorn University) from 31 July to 11 August 2018.
Registration is currently open to Bachelor Degree students of all years and majors with nationalities of ASEAN Member Countries, exclusive of Thailand. The scholarship will cover flight itinerary, 2-week accommodation, and courses & workshops in international experience and cultural trips.
