Turning to the 21st century, in light of rapid development of science and technology, especially information technology, bio-technology, high energy material and new energy technology, a knowledge-based economy has been taking an increasingly important position
in the process of socio-economic development. Thus, demands for the labour market in the world are undergoing profound changes in terms of quantity, quality, composition and structure.
