From 21 to 23 October, over 500 representatives, who are mayors, city officials, and experts from over 100 countries, attended the International Conference on Learning Cities in Beijing, China to discuss ways to help cities meet the various learning needs of their citizens. The conference was jointly held by UNESCO, the Ministry of Education of China and Beijing city authorities.
The conference adopted the "Beijing Declaration on Building Learning Cities", emphasizing the importance of education to the future of all communities in the world. The final section of the Beijing Declaration includes the "Call to Action", urging UNESCO "to establish a global network of learning cities, and call upon cities and regions in all parts of the world to join this network."
Dr. Jesus Fernandez, Deputy Director of SEAMEO BIOTROP, visited and worked with SEAMEO CELLL in October 2013. Dr. Fernadez shared the management model of BIOTROP, SEAMEO's operating procedures, and preparation work for the governing board meeting.

As a regional Centre, from the beginning, SEAMEO CELLL board has determined its vision as being a regional centre of excellence in research and training on lifelong learning, a regional forum for educational policy development on lifelong learning and a focal point of linkage among Southeast Asian, Asian and European countries to promote cooperation in lifelong learning. The Centre’s activities must always be professional in nature.
Building a professional brand identity system appropriate with the Centre’s image and operation was one of the first tasks carried out by the Centre. This brand identity system includes a logo and a set of stationery.
